Across all schools in England, there are more than 1.2 million children with special education needs (ONS, July 2017). In 2016, 1.1 million students with special needs were attending a mainstream school. However, a 2016study by ‘the Key’ concluded that 82% of mainstream schools did not have sufficient budget to satisfactorily meet the learning requirements of pupils with Special Education Needs and Disabilities (SEND), while 88% of school leaders thought that initial teacher training did not adequately prepare teachers to support these students.
 
In response, the Department for Education (DfE) pledged nearly £60 million in January 2017, to support children with SEND. The package includes £40 million for councils, £15 million for the Independent Supporters programme, and £2.3 million for Parent Carer Forums to Contact a Family. The £40 million of local government funding, constitutes a £4.2 million increase from 2016/2017 and will support the mandated transition to the new SEND system by April 2018. Moreover, in September 2017, the DfE published the new national funding formula for schools and high needs.
 
In addition to recent funding changes, the publication of ‘A framework of core content for initial teaching training (ITT)’ (DfE, 2016), makes SEND training compulsory in ITT programmes. From September 2018 providers will be required to ensure trainees understand the SEND Code of Practice, and are able to adapt teaching strategies to guarantee all pupils can access and progress within the curriculum.
 
However, challenges in providing adequate provision to those with SEND remain. A recent study by the UCL Institute of Education (June 2017) showed that special needs secondary schools are heavily dependent on under-skilled teaching assistants. With schools reluctantly cutting support staff roles to balance budgets, and with the DfE predicting a 15% increase in the number of children requiring some form of specialist education by 2025, persistent gaps in SEND education are threatening to widen.
 
In light of these developments, this timely symposium will offer local authorities, headteachers, SEND and CAMHS teams with an invaluable opportunity to evaluate the progress made in transitioning to the new SEND system, and consider how schools can be better equipped to support students with SEND. It will also enable all delegates to discuss the next priorities to achieve equal opportunities for children and young people with SEND.
 
Delegates will:
  • Evaluate the implementation of the SEND Code of Practice four years after its inception
  • Examine the Government response to the Rochford Review and understand its impact on assessments for pupils with SEND
  • Explore effective techniques to create an inclusive learning environment
  • Consider ways to embed a multi-agency approach involving local authorities, the third sector, schools, health providers and parents
  • Understand the new funding formula for schools and high needs and its impact on SEND provision
  • Assess the progress made in LASEND joint inspections
  • Discuss ways to support students with SEND through their transition to post-secondary education
  • Examine the new framework on Initial Teacher Training
